SPARK onboarding and your Permanent Employee Number

SPARK, the Service and Payroll Administrative Repository for Kerala, is the Finance Department’s payroll and personnel system. Kerala PSC has no role in it. Every employee needs a Permanent Employee Number before salary can be processed, and you do not apply for one: your Drawing and Disbursing Officer creates your record in SPARK and the number is generated when the mandatory fields are confirmed.

Steps

  1. What SPARK is, and whose it is

    SPARK describes itself as a comprehensive employee management information system. Ownership was entrusted to the Finance Department under a 2016 Government Order. It is not a Kerala PSC system and it is not related to your Thulasi profile.

  2. What a PEN is

    A unique permanent number identifying you inside SPARK, used across salary, transfers, promotions and leave.

  3. Your DDO generates it, not you

    SPARK’s own guidance states that new employee registration is done by the concerned Drawing and Disbursing Officer, Head of Department or establishment user, through the new employee record option, and that the number is generated once the mandatory fields on the personal memoranda page are entered and confirmed.

  4. Your Aadhaar details must match exactly

    SPARK requires that name, date of birth and Aadhaar number match the Aadhaar card. A mismatch has to be corrected at an Akshaya centre before the record is accepted. This is a separate check from anything you did during registration with the Commission.

  5. A PEN is issued once, for life

    SPARK states that where a number was already generated during past service, the existing one continues for future service. Re-employment does not produce a second number.

  6. How long it takes is not published

    No official timeline from joining to a working number was found. In practice it follows your DDO entering the record. We do not quote a number of days.

Frequently asked questions

Do I apply for my own PEN?#

No. SPARK states the record is created by your Drawing and Disbursing Officer, Head of Department or establishment user, and the number is generated on confirming the mandatory fields.

Is SPARK the same as the Thulasi profile?#

No. Thulasi is Kerala PSC’s candidate portal, used before appointment. SPARK is the Finance Department’s payroll system, used after it. Different systems, different owners.

What if my Aadhaar details do not match?#

The mismatch has to be corrected at an Akshaya biometric centre before SPARK accepts the record. Giving Aadhaar to the Commission earlier does not satisfy this check.

Do I get a new PEN if I rejoin government service?#

No. SPARK states that an existing number generated during past service continues for future service.
