Medical fitness certificate at joining

Kerala PSC requires a medical certificate in the prescribed form before a selected candidate is admitted to duty. What its General Conditions never state is which rank of medical officer must sign that certificate — we checked the full text. A different certificate in the same document, the disability certificate, does specify a countersigning rank, which is where much of the confusion comes from.

  1. What is required

    The General Conditions name the medical certificate in the prescribed form as a precondition to being admitted to duty, alongside the original documents and the character-verification proforma.

  2. What is not specified

    No rank of medical officer is named anywhere in that document for this certificate. A full-text read found nothing.

  3. The certificate that does specify a rank

    The disability certificate at Form V and Form VI in the same document requires countersignature by a Chief Medical Officer, Medical Superintendent or Head of a Government Hospital where the issuer is not a government doctor. That is a different certificate for a different purpose — do not carry its rule across.

  4. The claim we will not repeat

    A Civil Surgeon rank requirement, sometimes with an Assistant Surgeon accepted for lower posts, is widely stated online and attributed to the Kerala Service Rules. We could not verify it against the rules text, so we do not state it as the requirement.

  5. What to do in practice

    Obtain the certificate from a government medical authority and confirm the acceptable signing rank with your own appointing department before the appointment. The Commission’s rules will not answer that question for you.

Which doctor must sign the joining medical certificate?#

Kerala PSC does not say. Its General Conditions require the certificate in the prescribed form but name no rank. Confirm with your appointing department.

Is this the same as the disability certificate?#

No. The disability certificate is a separate document with its own form and its own countersignature rule. The joining fitness certificate has neither.

What happens if I am found unfit?#

Not published in anything we could source. An appeal or re-examination route is commonly described online; we could not trace it to an official document and will not describe one.
