Verification of character and antecedents

Before you are admitted to duty, your character and antecedents must be verified. This is a requirement Kerala PSC imposes in its own General Conditions, which cite two Government Orders by number and date. What the Commission does not do is describe how the check is carried out, who conducts it, or what happens on an adverse report — that sits with the Home Department and your appointing department.

  1. What the Commission requires

    The General Conditions oblige every selected candidate to submit, before joining, a proforma furnishing details enabling the verification of character and antecedents. It is a precondition set by the Commission, not an extra imposed by the department.

  2. The two Government Orders

    The requirement is cited to G.O.(P) No. 20/2011/P&ARD dated 30 June 2011 and G.O.(P) No. 79/2009/Home dated 5 June 2009, named together in the Commission’s own document.

  3. What is not published

    The Commission names the requirement but does not publish the proforma’s content or form number, who conducts the verification, what is checked, or what an adverse report does to an appointment. We read the orders’ citation, not their operative text.

  4. Do not confuse it with a police clearance certificate

    A police clearance certificate is something a citizen applies for themselves, usually for travel or employment abroad. Antecedent verification here is initiated by the department, about you, without your applying for it. They are different processes with different forms.

  5. Where to ask

    Because the mechanism is not published, your appointing department’s establishment section is the right place to ask, not the Commission. Its enquiry numbers can only tell you what its own rules say.

Frequently asked questions

Which police unit carries out the verification?#

Not published in anything we could read. The Commission names the requirement and cites two Government Orders; it does not describe the mechanism. We will not name a unit we cannot source.

What happens if the report is adverse?#

Not published by the Commission, and we could not source it elsewhere. If this affects you, ask the appointing department directly rather than relying on an assumption.

Is this the same as a police clearance certificate?#

No. A clearance certificate is applied for by the individual. Antecedent verification is initiated by the department as a condition of your appointment.

Does Kerala PSC do the verification itself?#

No. Its rule places the proforma requirement on the candidate and the appointing authority.
