Experience certificates and the Appendix XI format

Kerala PSC prescribes its own experience-certificate format at Appendix XI, and a certificate on a company’s own letterhead that does not follow it risks not being accepted. Private-sector experience carries a second requirement most candidates never hear about: beyond the employer’s certificate, a government officer authorised to inspect that employer’s statutory registers must also certify it.

Steps

  1. Use Appendix XI, not your employer’s template

    The Commission tells candidates to produce an experience certificate in the format given in Appendix XI. A certificate that does not follow that structure is a risk you do not need to take.

  2. Check your employer counts as a registered undertaking

    For private-sector experience the Commission defines what qualifies: a co-operative society, a society under the Societies Registration Act or its Travancore-Cochin equivalent, a company under the Companies Act, or any institution, firm or company with a legal entity under some law — plus registered small-scale industrial units and industrial institutions with government investment.

  3. Get the second certification for private-sector experience

    Appendix XI is a two-part document. Alongside the employer’s certificate, the government officer authorised to inspect that employer’s statutory registers under the relevant labour law certifies it. That second signature is what stands in for a controlling officer where the employer is private.

  4. The role transfers, the person does not

    If the officer who would counter-sign has retired or moved, the authority sits with whoever currently holds that statutory inspection role — the certificate does not depend on a named individual.

  5. Know who is excluded

    Paid or unpaid apprentices, trainees and casual labourers are excluded from qualifying experience. Daily-wage factory work is accepted only where it is continuous and not casual in nature.

  6. What the Commission does not publish

    There is no published formula converting part-time service into full-time experience, and no rule addressing experience earned while you were a full-time student. If your case turns on either, ask the Commission rather than assuming a conversion.

Frequently asked questions

Is a certificate on my company’s letterhead enough?#

Not reliably. The Commission prescribes the Appendix XI format, and for private employers that includes a second certification by the officer authorised to inspect the employer’s statutory registers.

Does experience at a private unaided school or hospital count?#

Only if the employer meets the Commission’s definition of a registered private-sector undertaking — a registered society, a company under the Companies Act, a co-operative society, or an institution with a legal entity under some law. An unregistered private employer does not automatically qualify.

Does two years part-time count as one year full-time?#

Kerala PSC publishes no conversion formula. The nearest published principle is that daily-wage factory work counts only where it is continuous and not casual. Do not assume a halving rule.

The officer who should counter-sign has retired.#

For private-sector experience the certification belongs to whoever currently holds the statutory register-inspection authority, so it transfers with the post. For an abolished government office with no successor, the Commission publishes no remedy — ask it directly.
