Giving up your claim on a Kerala PSC ranked list

Relinquishment is the formal way to give up your claim on a Kerala PSC ranked list. Three things make it unlike an ordinary form: it cannot be withdrawn once submitted, it removes you from the entire ranked list rather than one sub-list, and an application that does not meet the prescribed format is rejected outright rather than returned for correction.

Steps

  1. Use the Commission’s prescribed form

    Relinquishment is submitted on the form at Appendix XIII, by the candidate directly. It asks for the PCN number, User ID, category number, post, department, ranked-list number and date, and the reason.

  2. Get it attested and notarised

    The form carries your photograph and signature and must be attested by a Gazetted Officer of the State or Central Government, with name, designation and seal. Since a 2013 amendment it must also be accompanied by a notarised affidavit and a self-attested copy of photo identity.

  3. Understand it is all or nothing

    You cannot relinquish from one sub-list. If you appear in more than one part of the same ranked list — the main list and a differently-abled list, say, or a supplementary list — relinquishing removes your claim on the whole list.

  4. It cannot be undone

    The Commission’s instructions state plainly that a relinquishment application once submitted cannot later be withdrawn. Circumstances changing afterwards does not reopen it.

  5. A wrong format is a rejection, not a correction

    An application that does not meet the prescribed format is rejected. Check the attestation, the affidavit and the identity copy before sending it.

  6. The provision for a candidate who has died

    Where a ranked candidate dies before any vacancy is reported against their name, a close relative — spouse, sibling or a surviving parent — may apply with the death certificate and gazetted-officer-attested proof of relationship. The Commission verifies the death through the official channels, removes the name and advises the next eligible candidate.

Frequently asked questions

Can I take back a relinquishment application?#

No. The Commission’s instructions state that an application once submitted cannot subsequently be withdrawn.

Can I relinquish only my supplementary-list claim and keep the main list?#

No. Relinquishment applies to the ranked list as a whole and cannot be done piecemeal across its sub-lists.

What happens if my form is not attested properly?#

It is rejected. The form must be on Appendix XIII, attested by a Gazetted Officer with name, designation and seal, with a notarised affidavit and a self-attested photo-identity copy.

A ranked candidate in my family has died. Can the name be removed?#

Yes. A spouse, sibling or surviving parent may apply with the death certificate and attested proof of relationship; once the Commission verifies the death, the name is removed and the next eligible candidate advised.
