How Kerala PSC decides whether your degree counts

Kerala PSC does not decide degree equivalency itself. It enforces decisions already made by Government Order or by a university. Its own published position is blunt: where a Special Rule makes no provision to accept an equivalent qualification, a qualification other than the one prescribed cannot be accepted, and equivalence can only be recognised once it has been declared by executive order and the Special Rules amended. No prior order means no equivalency, however reasonable your case looks.

Steps

  1. Understand there are two separate systems

    One is Government-declared equivalency for recruitment — an order stating that qualification X is equivalent to qualification Y for a post. The other is academic equivalency, decided by the Kerala State Higher Education Council, about whether two degrees match in content. They are not the same thing and one does not automatically produce the other.

  2. Read the equivalency clause in your own notification

    Notifications carry the procedure explicitly. The Electrician notification under Category 254/2023 states that candidates claiming an equivalent qualification must produce the relevant Government Order or equivalency certificate from the authority concerned at the time of certificate verification, and only then will the qualification be treated as equivalent.

  3. If an order already exists, you produce the order

    The same notification adds that qualifications recognised by executive orders or standing orders of Government as equivalent are sufficient for the post, and that a copy of those orders is to be produced when the Commission requires it. In that case you are evidencing an existing decision, not seeking a new one.

  4. If no order exists, this is not a proof problem

    It is a declaration problem. The Commission states equivalence can be accepted only after it is declared by executive orders and proper amendments issued to the Special Rules. No document you obtain personally can make your qualification equivalent for a selection where that has not happened.

  5. The academic route runs through KSHEC

    The Kerala State Higher Education Council maintains a Handbook of Equivalency and a State Level Academic Committee for disputed cases. That resolves the academic question. It does not by itself bind a Special Rule.

  6. Watch the exact wording of the qualification clause

    Circular 12/2018 distinguishes between a qualification being recognised by the UGC and being recognised by a University in Kerala. Where a Special Rule demands the latter, an equivalency certificate from a Kerala university is required even for a fully UGC-recognised degree from elsewhere. That single distinction is behind most allied-subject disputes.

  7. An equivalency accepted before is not automatically accepted again

    The Commission examines the claim afresh for each selection, in the light of the relevant Government Order or court order. A previous acceptance is evidence, not entitlement.

Frequently asked questions

I studied BSc Electronics — can I apply for a post asking for BSc Physics?#

Only if a Government Order already declares that equivalence for that post’s Special Rules, or the Special Rules themselves provide for equivalent qualifications. We cannot tell you whether yours qualifies — nobody outside the Commission and the issuing authorities can. Check the notification, and take the academic question to the Higher Education Council.

Who issues an equivalency certificate — the university or the government?#

It depends which system applies. A Kerala university issues an equivalency certificate where a Special Rule requires recognition by a University in Kerala. The Government issues the order that declares one qualification equivalent to another for recruitment. The Higher Education Council rules on the academic question.

When do I have to produce the proof?#

At certificate verification, per the Category 254/2023 wording — but the order or certificate has to exist by then. You cannot start seeking equivalency after being shortlisted and have it apply retrospectively.

Can Kerala PSC make an exception if my case is obviously fair?#

No. Its published position is that a qualification outside the Special Rules cannot be accepted until equivalence is declared by executive order and the Rules amended. The Commission enforces existing orders; it does not create new ones mid-selection.
