Community, non-creamy-layer and EWS certificates
Scheduled Caste and Scheduled Tribe candidates produce a community certificate from a Revenue officer not below the rank of Tahsildar. Other Backward Classes candidates need a non-creamy-layer certificate instead. Two published rules run against common belief: the certificate does not have to be renewed every year, and failing to prove a community claim does not get your application rejected — it is considered without the benefit.

Know which certificate your category needs
Scheduled Caste and Scheduled Tribe candidates need the plain community certificate. Other Backward Classes candidates need a non-creamy-layer certificate, certifying both backward-class membership and non-creamy-layer status. Certain hereditary-occupation and fishermen sub-castes are excluded from creamy-layer screening and need only a plain community certificate.
The validity rule is more generous than people think
A non-creamy-layer certificate is acceptable if it has not completed one year on the date of the Gazette in which the notification is published, or if it is issued any time up to the date of certificate verification for that post. The Commission’s own published answer is that it accepts a non-creamy-layer certificate issued any time. What it does not accept is one issued for Central Government purposes.
A late certificate is fine — a late claim is not
If you applied for the certificate before the deadline and it was issued afterwards, that is acceptable, because it can be produced up to verification. What cannot be fixed later is the claim itself: a claim not made in your profile when you applied is not considered for that post under any circumstances. See the reservation guide.
An unproven claim is not a rejection
The Commission states that applications claiming community benefit but not backed by proper proof will not be rejected for that reason only — they are considered for selection without the community benefit, provided the application is otherwise in order.
EWS certificates test income and assets together
The prescribed format has the issuing officer certify both the family’s income for the year and that the family does not own assets exceeding the limit specified in the Government Order it cites. They are cumulative conditions, not alternatives. We could not verify the specific rupee and land figures inside that order, so we do not quote them — get them from the issuing Revenue authority.
Inter-caste marriage
Children born of an inter-caste marriage in which either parent belongs to a Scheduled Caste or Scheduled Tribe are entitled to those benefits, on a proper claim in the application and production of a community certificate. The rule addresses the Scheduled Caste or Tribe parent case; it does not address other combinations.
A false claim is a different matter entirely
A genuine claim you cannot prove costs you the benefit. A knowingly false statement or a tampered document is misconduct, carrying disqualification for the post or debarment, permanently or for a period.
Frequently asked questions
Does my non-creamy-layer certificate expire every year?#
No. It is acceptable if it has not completed one year on the date of the Gazette carrying the notification, or if issued any time up to the date of certificate verification — and the Commission’s published answer says it accepts one issued any time. Certificates issued for Central Government purposes are not accepted.
My certificate was issued after the application closed. Is my claim lost?#
Not on that ground. The certificate can be produced up to certificate verification. What matters is that the claim itself was made in your profile at the time you applied.
What if I cannot produce the certificate at all?#
You are not rejected for that reason alone. The application is considered without the community benefit, as a general candidate, if it is otherwise in order.
What is the difference between a community certificate and a non-creamy-layer certificate?#
Scheduled Caste and Scheduled Tribe candidates need only the community certificate, from a Revenue officer not below Tahsildar. Other Backward Classes candidates need the non-creamy-layer certificate, which additionally certifies non-creamy-layer status.
My parents are from different communities. Which one applies to me?#
